Mr. Baker is a graduate of Union College in Schenectady, NY, and is a licensed professional engineer in the state of New York. He is currently an independent contractor and president of Picocode, LLC.

Over the last 30 years, Mr. Baker has designed and developed software in the fields of signal processing, radar, sonar, avionics, scientific instrumentation, telecommunications, receiver/transmitter systems and software-defined radio systems. He has expertise in the analysis, design and development of real-time embedded software for signal-processing and communications systems and has spent the last 10 years in the field of software-defined radio systems. He has performed in a wide range of roles, including technical leader, individual contributor within teams and sole contributor on special projects. He has held positions on commercial, defence and government projects, and has worked in environments from single-office R&D firms to multinational corporations with distributed development teams.
