Mr. Horton earned his BS in Civil Engineering and his MS in Civil and Environmental Engineering from University of Wisconsin Madison. He is a licensed professional engineer and a member of the American Society of Civil Engineers. Mr. Horton has worked in the engineering profession for over 7 years. He has worked in private consulting and currently works for the public sector. He has extensive experience in water resources, geotechnical, structural, and environmental engineering. Mr. Horton conducted research on the remediation of contaminated soils using air sparging.

Currently, Mr. Horton has a focus on land development, stormwater, wetlands, and erosion and sediment control. Mr. Horton serves several regulatory agencies as a technical expert for land development issues. Mr. Horton is responsible for reviewing stormwater permits, creating and updating stormwater ordinances, storm water management plans, wetland conservation act enforcement, and environmental impact reviews. He is also a project manager for projects including; low impact development, bioengineering, water quality studies, lakeshore stabilization, stream bank stabilization, and slope stabilization. Mr. Horton conducts educational seminars for engineering professionals and recently presented at the technical session of the Midwest Groundwater Conference.

Other experience includes: landfill design and permitting, environmental investigations and permitting, coastal engineering, water resources analysis and design, geotechnical investigations, structural analysis and design, stability analysis, and computer modeling.
